North Glengarry awards tender for sidewalk replacement

Council also defers bids for Elgin St. waterline project

Council members of the Township of North Glengarry approved the awarding of a tender for the replacement of concrete sidewalks, to the tune of $107,600 including taxes, at the regular meeting held Monday, August 9.

The tender was awarded to Canada Concrete and Construction Inc., which was the only concrete company to reply with a bid, out of the four requested.

The sidewalk replacement will take place in Glen Robertson, Dalkeith, Maxville and Alexandria.

In a staff report, township public works manager Andre Bachand noted "the tendered amount is in line with prices paid in 2009 for a similar project."

The budgeted amount for the project was $100,000, he continued, adding: "It should be noted that the tendered amount is over the budgeted amount however the township does receive a portion of the HST back which reduces the tendered amount to within the budgeted amount."

Bachand told council members the final cost should be about $3,000 below budget.

At the same meeting, council members also agreed to defer the awarding of a tender for the Elgin Street waterline project, on the advice of Bachand's staff report.

The report stated, "Staff let out a tender for the total reconstruction of a portion of Elgin St. between Main St. and Harrison St., along with new water lines between St. George St. and Kenyon St. on Harrison St. and Sinclair St."

Among the four tender takers, one bid was received from Malyon Excavation for the tendered price of $762.375.68, including taxes, which Bachand noted was about $200,000 less than an estimate by engineers.

This project was eligible for funding under the federal Infrastructure Stimulus Fund (ISF), for which the township received grants for a new water tower, a supervisory control and data acquisition (SCADA) system at the water plant, conversion from chlorine to chloramines, a new high lift pump, and the elimination of some waterline dead ends on Elgin Street.

"As the other tenders and estimates have come in [for the projects listed above], it is now evident that the amount of funds from this ISF project are not sufficient enough to warrant the Elgin St. reconstruction to proceed," Bachand wrote in the report.

He recommended to council to reject all tenders and that the project be presented in the 2011 capital budget.

Council members approved the motion.
